Should Corpus Christi City Council members be able to vote on benefits for themselves? The council is set to vote tomorrow on a proposal that would grant individual council members access to the city's health insurance plan. At least one member has already questioned whether it would be legal to do that even though it's been on the books for 15 years.

The reason for this is three-fold: a group plan may offer simplified underwriting, the employer may receive a tax benefit to offer the plan and plans are often issued with a 5%-10% reduction on premium compared to an individual plan.
